By accepting the Terms and Conditions of the Missouri Department of Social Services and its Child Care Online Invoice System, you agree to be bound by, and to comply with, these Terms and Conditions and any other posted guidelines or rules applicable to this website.

Use of the Child Care Online Invoice System is subject to compliance with these Terms and Conditions. You acknowledge and agree that Missouri Department of Social Services may terminate your access to the Child Care Online Invoice System should you fail to comply with the Terms and Conditions or any other guidelines and rules published by Missouri Department of Social Services. Any such termination shall be in Missouri Department of Social Services' sole discretion and may occur without notice.

In order to use the Online Invoice System, users must have access to the World Wide Web, a valid email account, and must navigate the Internet to the State of Missouri Department of Social Services Home page http://www.dss.mo.gov

All parties agree to comply with the 1964 Civil Rights Act, as amended; Section 504 of the Rehabilitation Act of 1973; the Age Discrimination Act of 1975; the Omnibus Reconciliation Act of 1981 and the Americans with Disabilities Act of 1990 and all other applicable State and Federal laws which prohibit discrimination in the delivery of services on the basis of race, color, national origin, age, sexual orientation, handicap/disability, and religious beliefs.

You agree that you maintain full responsibility for the deletion, failure to store, or untimely delivery of any information or material that has not been submitted to the Missouri Department of Social Services Child Care Online Invoice System.

Missouri Department of Social Services logo, service mark, graphics, or other brand feature may not be copied or saved for your personal or business use.

You acknowledge and agree that you and Missouri Department of Social Services are independent contractors under these Terms and Conditions, and nothing herein shall be construed to create a partnership, joint venture, agency, or employer-employee relationship. Missouri Department of Social Services complies with applicable Internal Revenue Service laws and requirements pertaining to the reporting of income paid to you. Contact the Internal Revenue Service or your own tax advisor if you have any questions about the tax laws or regulations, or about your particular tax liability. You are solely responsible for your tax liability .


REGISTRATION AND PRIVACY


Access to the Child Care Online Invoice System requires the user to register and provide certain data. In consideration of use of such Online Invoice System, in registering and providing such data, you certify that (a) the information about yourself/facility is true, accurate, current, and complete as required by various Missouri Department of Social Services Network registration forms ("Registration Data") and (b) you are responsible to ensure that your provider information is maintained and promptly updated within the Child Care Online Invoice System to keep it true, accurate, current and complete.


All Missouri Department of Social Services Child Care Online Invoice System registrations become the exclusive property of Missouri Department of Social Services. Users may update their provider information or opt out of the Child Care Online Invoice System but cannot delete their provider information from the Missouri Department of Social Services Network.

Upon registering, you are approved for access to the Child Care Online Invoice System. You are responsible for maintaining the confidentiality of the password and ID, and are fully responsible for all activities that occur under your password or ID. You agree to (a) immediately notify Missouri Department of Social Services of any unauthorized use of your password or account or any other breach of security, and (b) ensure that you exit from your account at the end of each session. The Missouri Department of Social Services is not liable for any loss or damage arising from your failure to comply with this requirement.

Missouri Department of Social Services also may suspend or terminate any user account for any Product or Service because of user inactivity. For example, a Missouri Department of Social Services Child Care Online Invoice System account may be terminated or suspended if a user fails to sign-in for an extended period of time.

You expressly understand and agree that the Missouri Department of Social Services disclaims any and all responsibility or liability for the accuracy, content, completeness, legality, reliability, or operability or availability of information or material you submit to the Child Care Online Invoice System.

USAGE

You acknowledge and agree that you are responsible for all system entries and actions submitted under your user identification and password. This means that you, and not the Missouri Department of Social Services Network, are entirely responsible for all Content that you submit via the Child Care Online Invoice System. Missouri Department of Social Services reserves the right to monitor compliance to these Terms and Conditions or any other rules or guidelines posted by Missouri Department of Social Services.

You agree that information contained within the CCOIS remains confidential and may not be shared with any other user or entity outside of the Department of Social Services, in accordance with RsMo 208.010.

The Child Care Online Invoice System may only be used for the intended purpose for which such Child Care Online Invoice System is available.


You agree that you will use Missouri Department of Social Services Network Child Care Online Invoice System to:

Submit accurate, timely, and true child attendance according to the child’s eligibility.

  1. Report child absences,
  2. Report when a child has left your care,
  3. Report when a child no longer attends your facility.

The user/provider shall receive payment only for services and families authorized in writing by the Department of Social Services authorized in writing by the Department of Social Services.

The user/provider agrees to accept the stated sliding fee from non-protective services families authorized by the Department who are required by the Department to pay such fees. The provider agrees to and performs required collection of sliding fees from subsidy eligible families.

The provider shall not charge the Missouri Department of Social Services for any date of service, charge, invoice, or collect for any time of care where the child was not authorized for state paid services.

The provider agrees that the Department shall pay for child care services based on the child’s individual authorization.

You acknowledge and agree that you must evaluate, and bear all risks associated with, the use of any Content, including any reliance on the accuracy, completeness, or usefulness of such Content. It is your responsibility copy, save, or print your submitted child attendance entries for your records.

You expressly acknowledge and agree that the Missouri Department of Social Services may preserve information that you submit and may also disclose this information if required to do so by law or in the good faith belief that such preservation or disclosure is reasonably necessary to: (a) comply with legal process; (b) enforce the Terms and Conditions; (c) respond to claims that any Content violates the rights of third-parties; or (d) protect the confidentiality of Missouri Department of Social Services, its users, and the families that it serves.

You agree that once your child attendance entries are submitted, the Department compares your entries with the child’s eligibility. If your entries exceed the child’s eligibility, your payment may be a reduced amount, based on the child’s eligibility and not your submitted attendance.

You agree that child absences, holidays, and provider vacation days are paid at a variable rate per month based on the child’s level of care. At no time is payment made for a combination of absences, holidays, and/or provider vacation days in excess of five days per month.

You agree that the Holidays refer to any of the standard legal holidays or any local holidays which are substituted in lieu of any previously mentioned legal holidays. At no time will payment be made for more than eleven holidays within the state fiscal year starting July 1 through June 30.

You agree that submitted child attendance is subject to audit and adjustment by the Department before payment is made or after payment is received.
